If that did not alarm you then you have not studied the screen-shot, for it does not add up.
At this frozen point in time with only 17% of the vote tabulated, Fiorina was LEADING over Boxer by 48% to Boxers 47% or 970 votes.
Now again, NBC was calling the race for Boxer which in this case needs no sound as they clearly have a check mark on Boxers graphic calling the race for her.
Now why would they call a race won with less than 50% of the votes tabulated let alone for the one who is losing at the time of their call?

I could not agree more on your opening sentence! But NBC is a National broadcast which points to much larger and systemic problem here.
In an attempt to answer your question;
The way California elections go I would venture to say both! Now that would be a tad unfair I suppose so I will amend that to say at least 50% of the CA voters, 33 1/3% of CA politicians (State and Federal levels) and 100% of illegals are the real criminals.
